　　【摘要】美姑有着极其丰富的民间文化资源，特别是彝族毕摩文化，是发展地方经济与社会文化事业最可珍贵的资源，如何站在时代发展的前沿，站在对人民负责的高度，尽快将文化资源优势转变为文化资本，进而造富于民，是各级党政面临的主要任务。本文就地方政府如何将毕摩文化为主体的彝族文化资源尽快转为资本作一个简要探述，以就教于各位专家学者。

　　Abstract
　　Meigu has rich cultural resources, particularly Yi Bimo culture, which is the most precious resources for the project of developing local economy, society, and culture. How to stand on the brink of development, with a high degree of responsibility toward the people, and transform the advantages of cultural resources into cultural capital, and thereby enrich the people, is an important duty of all levels of Party and government. This essay explores how local government can transform Yi culture, with bimo culture at its heart, into capital.

　　沈鲁清，男，彝族，1965年12月出生，1981年10参加工作，大学文化，经济师，现任美姑县人民政府县长，主要从事行政管理与民族经济研究，主要文章有《抓落实，美姑发展的关键》、《大手笔做大文章，大作为促大跨越》、《顺利推进美姑发展新跨越》等。

　　Shen Luqing is a Yi from Meigu, born in 1965. He took his first job in 1981. He is a college graduate and economist who is currently County Executive of Meigu County. His primary work has been in administration and economics. His main articles include “Grasping Implmentation: the Key to Meigu’s Development;” “Giving Full Play to Remarkable Skill, Doing Great Deeds in Order to Advance by Leaps and Bounds,” and “Smoothly Promote New Leaps of Development in Meigu.”
